History

The history of Shiloh Temple International Ministries dates back to 1931, when the Reverend Howard Smith and his wife, Pastor Mattie Smith, established a small, storefront church in South Minneapolis. The mission of the church was to minister to the spiritual needs of people during the great economic depression of the 1930’s. Shiloh Temple Church began to grow with a small but faithful congregation from Reverend Smith to Pastor Smith to Diocesan Bishop Richard D. Howell Jr.!

About Us

Bishop Richard D. Howell, Jr. has been the Pastor of Shiloh Temple International Ministries since 1980, which is the same church his grandparents Reverend Howard and Sister Mattie Smith founded in Minneapolis in 1931. From his youth, he has served in just about every capacity in ministry on the local level, as the call of God was in his life to serve in the ministry years before his pastorate.
Bishop Howell holds a Bachelor’s Degree in Pastoral Studies from North Central Bible College in Minneapolis, and a Masters of Arts Degree in Counseling Psychology from St.

Bishop Howell has worked in management for the U.S government and for Job Corps of America in St. Paul, MN. He has received several awards and appreciations recognizing his work in the community including an appreciation from The National Institute on Media and the Family; and the 2000 Recognition and Appreciation Award for his contribution to education to the State of Minnesota by the James Meredith Institute; a Pastoral Recognition article in the Upscale Magazine, for the Affluent Lifestyle in 2000; and an award in recognition of his dedication and leadership in service to justice in Hennepin County from the Hennepin County Attorney’s Office as well as the first recipient of the John Lewis Justice award in 2020. Bishop Howell is currently on the Minneapolis Foundation Board, the Commissioner’s Advisory Panel of the Department of Health Services and the board of His Works United.
Bishop Howell is the Diocesan over the 7th Episcopal District of the Pentecostal Assemblies of the World, Inc., which is the Minnesota, Wisconsin, Dakotas District Council (MWDDC), and the diocese in which he has served as District Superintendent, District Youth President, General Body Council Chairman, District Elder, and Suffragan Bishop. He currently serves on the Executive Board of the Pentecostal Assemblies of the World, Inc.
He is the author of “Possessors of the Kingdom,” which was published in 2008 and “Faith In Action” and co-authored “The Eden Experience” published in 2019.” Bishop and Mrs. Bettye Howell have two grown children, Richie (Michelle) Howell and Dr. Andrea (Felix) Langford, and seven grandchildren, Carmen, Harmony, Avery, Jeremi, Sydney, Felix, III., and Richard Dyson the IV

Pastor Bettye Howell

Pastor Howell holds a Bachelor of Arts Degree in Organizational Studies from Bethel University in St. Paul Minnesota. In 2003, she also received an Honorary Doctorate of Divinity Degree. Bettye Howell served as Vice President of a major financial institution, for 27 years and managed the third largest bank in that company. She was also an investment banker in the industry and has helped thousands of families find financial success through her ability to create strategic business partnerships. In 1999, Bettye Howell assumed a full-time position at Shiloh Temple International Ministries as Co-Pastor, alongside her husband, Bishop Richard D. Howell, Jr. and currently serves as the Chief Executive Officer. Pastor Bettye is committed to program and budgetary oversight. She has brought such innovative programs such as a licensed child care center, adult day care center, GED preparation center, and Juvenile Probation program which has been funded by Hennepin County.

Pastor Bettye Howell has two children, Richie Howell, who is married to Michelle Howell and Andrea Langford, who is married to Felix Langford. She has seven grandchildren, several nieces and nephews, and a host of adopted family throughout the country. Pastor Bettye was baptized in Jesus Name and filled with the Holy Ghost over 40 years ago and continues to run for Jesus. She is committed to winning souls for the Kingdom. Her integrity is unblemished, her wisdom is uncanny, her prophecies come to pass, and, her love for Jesus Christ is incomparable.
